KATACARA, JAKARTA-, – Pada kuartal pertama tahun 2021, Badan Nasional Penanggulangan Bencana (BNPB) mencatat 1.252 kejadian bencana. Bencana tersebut mengakibatkan 493 orang meninggal, 68 orang hilang, dan 12.816 orang mengalami luka. Setidaknya lebih dari lima juta korban bencana harus mengungsi karena tempat tinggal, tempat usaha, dan fasilitas publik mereka rusak dihantam bencana.

Sekelompok mahasiswa dari program studi Teknik Logistik Universitas Pertamina, menggagas inovasi daring pengelolaan logistik bencana. “Melalui website bertajuk Pusat Bantuan Bencana disingkat PBB, menyediakan informasi real time kondisi lapangan yang kami integrasikan dengan sistem informasi geografis. Misalnya, rute mana yang dapat dilalui dengan lebih efektif, disertai dengan informasi moda transportasi yang dapat digunakan, dan ketersediaanya,” ujar Hanif Asyhuri, ketua tim mahasiswa dalam wawancara daring, Selasa (18/05).

Ia menjelaskan, website PBB juga terintegrasi dengan database kependudukan. Sehingga, dapat meminimalisasi ketimpangan maupun ketidaktepatan dalam distribusi bantuan. Setiap penyintas bencana yang mendapat bantuan, akan direkam sidik jarinya menggunakan teknologi biometrik yang juga sudah tersedia di website tersebut.

Inovasi Hanif dan kawan-kawannya diganjar penghargaan di ajang Logistic Case Competition (LCC) 2021 yang diadakan Institut Pertanian Bogor (IPB). Total tiga tim dari Universitas Pertamina menyapu bersih penghargaan. Ini adalah kali kedua tim dari Universitas Pertamina memborong tiga gelar juara. Tahun lalu, piala juara 1, 2, dan 3, juga dibawa pulang oleh tim Universitas Pertamina.

Roby Hervindo, salah seorang relawan bencana merespon, “Inovasi ini bermanfaat buat para relawan di lapangan. Pengalaman saya, logistik bantuan seringkali terkendala sampai ke tangan penyintas bencana yang tepat. Misalnya ketika bencana tsunami di Palu, kami menghadapi medan transportasi yang terputus akibat longsor. Sehingga mobil logistik terjebak. Dengan website PBB, kami bisa antisipasi keterbatasan akses transportasi.”

Sementara itu, Muhammad Fajril Atthoriq dan M. Welano Kharisma, juga menciptakan solusi optimalisasi jaringan rantai pasokan bantuan kepada penyintas bencana. “Kami merancang platform digital bernama INACUATE yang mengkombinasikan dua model jaringan distribusi. Pertama, Distributor Storage with Customer Pickup, yakni kondisi ketika penyintas bencana mengambil bantuan secara langsung di posko kebencanaan. Kedua, model Distributor Storage with Last-Mile Delivery, yakni kondisi ketika bantuan dikirimkan langsung ke lokasi penyintas,” ungkap Fajril. Solusi mereka menyabet juara ke-2 di ajang LCC.

Adapun mahasiswa Martin Marcelino A, Ananda Putra D, dan M. Ibnu Ath Thaariq menawarkan alternatif solusi penerapan layout gudang logistik agar proses pengambilan dan pengiriman bantuan dapat lebih terkoordinasi. Salah satunya melalui pemutakhiran website BNPB sehingga proses distribusi bantuan akan terdokumentasikan dengan baik.

Universitas Pertamina memiliki Program Studi Teknik Logistik, yang salah satu mata kuliahnya membahas logistik kebencanaan bernama Humanitarian Logistics (Logistik Kemanusiaan). Selain itu, mata kuliah lain seperti Manajemen Rantai Pasok, Sistem Persediaan, Sistem Dinamis, serta Sistem Distribusi dan Transportasi diakui para anggota tim membantu mereka dalam memberikan alternatif solusi terbaik.
