Tahun 2021, Kementan Tambah Alokasi Pupuk Bersubsidi

KATACARA, JAKARTA– Kementerian Pertanian (Kementan) menjadi ketersediaan pupuk bersubsidi tahun 2021. Tercatat, alokasi pupuk bersubsidi ditambah sehingga menjadi 9 juta ton plus 1,5 juta liter pupuk organik cair, sedangkan tahun 2020 alokasinya hanya 8,9 juta ton.

“Semoga lebih banyak petani yang bisa memperoleh pupuk bersubsidi. Dan pastinya petani yang berhak mendapatkan pupuk bersubsidi itu petani yang sudah tercatat di e-RDKK sesuai pengajuan yang diterima Kementan dari usulan pemerintah daerah,” demikian dikatakan Menteri Pertanian Syahrul Yasin Limpo (Mentan SYL) di Jakarta, Kamis (7/1/2021).

Sebagai informasi, sesuai Peraturan Menteri Pertanian (Permentan) Nomor 49 Tahun 2020, pupuk bersubsidi diperuntukkan bagi petani yang telah bergabung dalam kelompok tani yang menyusun Elektronik Rencana Definitif Kebutuhan Kelompok (e-RDKK). Karena itu, SYL menginstuksikan jajarannya untuk merapihkan gerak lini di hilir subsidi pupuk.

“Tahun 2021 ini kita benar-benar awasi terutama lini tiga dan empat atau dari distributor ke agen, di kecamatan dan desa. Kalau bisa jalan di sini, ketersediaan pupuk bersubsidi terpenuhi,” terangnya.

Sementara itu, Direktur Jenderal Prasarana dan Sarana Pertanian, Sarwo Edhy menjelaskan beradasakan eRDKK yang diatur Kelompok Tani, petani penerima pupuk bersubsidi adalah petani yang melakukan usaha tani sub sektor tanaman pangan, perkebunan, hortikultura, dan peternakan dengan lahan paling luas 2 hektare. Petani juga melakukan usaha tani sub sektor tanaman pangan pada perluasan areal tanam baru.

“Implementasi distribusi pupuk bersubsidi menggunakan Kartu Tani akan dilakukan secara bertahap. Namun untuk saat ini, belum semua daerah kita terapkan distribusi pupuk menggunakan Kartu Tani. Kita akan lakukan bertahap hingga Kartu Tani tersebar ke seluruh Indonesia sesuai dengan data penerima pupuk subsidi,” ujarnya.

Terkait asumsi harga pupuk yang naik, Direktur Pupuk dan Pestisida, Kementan, Muhammad Hatta menyebutkan justru harga pupuk itu tidak pernah naik sejak tahun 2012. Padahal namanya harga barang pasti bertambah terus karena ada inflasi, kenaikan bahan bakar, kenaikan harga bahan baku, biaya transportasi, dan faktor lainnya.

“Banyak bidang yang harus disubsidi pemerintah yaitu kesehatan, pendidikan, bansos, pupuk, BBM, listrik, belum lagi biaya utk covid-19. Maka anggaran subsidi untuk tiap bidang pasti ada batasnya,” ujarnya.

“Kalau dilihat dari pengajuan daerah, total kebutuhan pupuk di Indonesia mencapai 23 juta ton per tahun. Tentu tidak mungkin semua bisa dipenuhi dengan anggaran terbatas,” imbuh Hatta.

Hatta menegaskan alokasi pupuk bersubsidi tahun 2021 sebanyak 9 juta ton, yang penyaluranya melalui sistem e-RDKK, supaya penerima subsidi betul-betul tepat sasaran. Dengan demikian, dari komitmen pemerintah ini tidak ada kelangkaan pupuk.

“Tapi memang jatah penerima subsidi terbatas dan penerima subsidi ada syarat-syaratnya. Tetapi memang jatahnya terbatas dan ada aturan yang harus dipenuhi. Bila ada yang merasa kekurangan, kemungkinannya petani tersebut tidak terdaftar di e-RDKK atau jatah pupuk subsidinya memang sudah habis,” tuturnya.

Penyusunan e-RDKK ini bersumber dari kelompok tani dan melalui sejumlah tahapan verifikasi sebelum ditentukan sebagai data penerima pupuk subsidi. Oleh karena itu, ia meminta petani agar memastikan sudah tergabung dalam kelompok tani dan terdaftar di e-RDKK untuk dapat pupuk bersubsidi.

“Jika di lapangan kami temukan kios yang mencoba menyulitkan petani dalam penebusan, maka kami tidak segan-segan akan mencabut izinnya,” tegas Hatta.
