KATACARA, Jakarta–  Memasuki musim penghujan tahun 2021, warga di berbagai penjuru tanah air kembali mengalami bencana alam seperti longsor dan banjir. Diperparah dengan kondisi pandemi COVID-19 yang masih berlangsung, sehingga dampak kerugian dirasa lebih besar dibanding tahun-tahun sebelumnya.

Kamar Dagang dan Industri Indonesia DKI Jakarta misalnya, memperkirakan kerugian para pengusaha akibat banjir mencapai 30 hingga 40 miliar rupiah. Hal ini terutama disebabkan karena terganggunya pasokan logistik. Presiden Joko Widodo dalam Rapat Koordinasi Nasional (Rakornas) Penanggulangan Bencana Tahun 2021, menyatakan bahwa Indonesia termasuk ke dalam 35 negara paling rawan bencana di dunia.

Guna mengantisipasi potensi bencana di masa depan, menurut Jokowi, diperlukan strategi manajemen kebencanaan yang bersifat preventif dengan fokus pengurangan risiko bencana, dilakukan secara multisektoral dan desentralisasi sebagai tanggung jawab bersama.

Sejalan dengan hal tersebut, Universitas Pertamina sebagai institusi pendidikan tinggi yang fokus pada riset aplikatif, menggandeng PT ESRI Indonesia untuk melakukan kajian potensi kebencanaan di Indonesia. Kerja sama ini dituangkan dalam bentuk pelaksanaan tridarma perguruan tinggi berbasis pengembangan ilmu teknologi geospasial.

Rektor Universitas Pertamina, Prof. IGN Wiratmaja, Ph.D, mengatakan bahwa Universitas Pertamina memiliki program studi yang fokus pada pengembangan ilmu geografi dan geoscience. Di dalam kurikulumnya juga terdapat mata kuliah Mitigasi Bencana. “Jika disinergikan dengan industri, maka permasalahan yang ada di lapangan akan mengalir ke level akademik untuk dikaji dan diteliti dengan metode keilmuan. Ini akan membentuk siklus continuous learning,” sambungnya dalam wawancara selepas penandatanganan Nota Kesepahaman secara daring, Jumat (04/03).

Saat ini, Universitas Pertamina membuka kesempatan bagi siswa-siswi dari seluruh Indonesia melalui pendaftaran seleksi nilai rapor Tahun Akademik 2021/2022. Pendaftaran untuk seleksi non tes tersebut telah dibuka sejak tanggal 17 Februari hingga 21 Maret 2021 mendatang. Peserta seleksi dapat memilih empat program studi disesuaikan dengan kelompok ujian dan latar belakang pendidikan SMA/SMK/sederajat yang tengah ditempuh. CEO PT ESRI Indonesia, Achmad Istamar, mengungkapkan bahwa manajemen bencana sangat penting untuk mengurangi risiko kerugian material dan korban jiwa. “Dalam menjalankan manajemen bencana, PT ESRI Indonesia berfokus pada survey lokasi dan analisa data mendalam. Hasil analisa dalam bentuk peta ini kemudian dibagikan kepada masyarakat melalui website dan aplikasi yang dapat diakses dengan gawai. Sehingga, masyarakat di daerah rawan bencana akan lebih siap dan waspada,” ujar Achmad.

Ke depannya, PT ESRI Indonesia dan Universitas Pertamina akan melakukan kegiatan tridarma terkait pengembangan ilmu teknologi geospasial. Data geospasial menurut Achmad, diperlukan untuk menyusun kebijakan yang tepat, salah satunya dalam manajemen kebencanaan. “Kami akan memberikan lisensi software geospasial yang dapat digunakan oleh sivitas Universitas Pertamina untuk kegiatan penelitian,” lanjutnya.

Selain berfokus pada penyiapan peta bencana berdasarkan historical, menurut Prof Wirat, juga penting dalam manajemen bencana untuk melakukan rehabilitasi dan rekonstruksi dengan cepat. “Sebagai unsur yang dekat dengan masyarakat, SDM di Universitas Pertamina diharapkan dapat membantu proses recovery ini,“ tutupnya.
