KATACARA, JAKARTA– Optimalisasi zakat, infaq, sedekah & wakaf (ziswaf) sebagai modal kegiatan ekonomi produktif untuk membantu pengentasan kemiskinan? Why not, mengapa tidak? Pengelolaan aset ziswaf untuk kepentingan ekonomi produktif masih belum populer. Selain pengetahuan masih terbatas, masyarakat belum memiliki banyak contoh program wakaf dalam
skema ekonomi produktif yang berhasil. Masyarakat masih perlu diyakinkan bahwa aset ziswaf
dapat dioptimalkan secara produktif bagi upaya meningkatkan taraf ekonomi masyarakat.

Inilah yang sedang diupayakan oleh DD (Dompet Dhuafa) dengan program peternakan berbasis aset wakaf. Program tersebut diberi nama DD Farm dan uji coba pertama dilakukan di Banten di bawah pimpinan Mukhlas P A, pimpinan cabang DD Banten.

DD Farm Banten dilaksanakan di atas lahan wakaf sekitar 7.000 meter persegi di lingkungan Gowok Kepuh, Kelurahan Sukajaya, Kecamatan Curug, Kota Serang. DD Farm menerapkan konsep pembiayaan gabungan antara wakaf dengan zakat di tahap awal, lalu ditumbuhkan dengan investasi ekonomi di tahap selanjutnya. Model pembiayaan ini populer disebut blended finance.

Secara teknis, DD Farm mengubah model pemberdayaan peternak dari model plasma menjadi model sentra. Masyarakat penerima manfaat direkrut dengan kriteria mustahik dan mekanisme
akad sebagai pekerja. Selama dua tahun, mustahik tersebut dilatih tentang manajemen kandang, pakan, kesehatan ternak, administrasi peternakan, dan lain sebagainya. Setelah itu, berdasarkan mekanisme seleksi yang ketat, mustahik yang lulus diberikan inkubasi dalam bentuk modal anakan ternak agar menjadi peternak. Pada tahap tersebut, mustahik didampingi dalam bentuk kemitraan dengan membentuk Badan
Usaha Desa (Bude).

Peternakan plasma ditumbuhkan menjadi community enterprise yang terhubung dengan sentra ternak dalam hal pemasaran. Proses kemitraan ini dikembangkan menjadi jaringan
sosial enterprise baru, dan menjadi tahap pengukuhan muzakki baru.
