Kementan Gerakkan Kostraling Serap Gabah di Jabar

KATACARA, MAKASSAR– Kementerian Pertanian (Kementan) menggerakan Komando Strategi Penggilingan (Kostraling) untuk menyerap gabah petani di Provinsi Jawa Barat sebagai langkah nyata agar tidak menurunnya harga gabah petani pada musim panen raya yang berlangsung Maret hingga April 2021 ini. Kementan secara serentak dengan bersinergi dengan Dinas Pertanian, Perum BULOG, Perpadi dan unsur Kodim setempat melakukan Gerakan Serap Gabah (GSG) untuk stabilitasi harga di Kabupaten Indramayu, Cirebon, Karawang, Kuningan, Bekasi, Bogor dan Banjar.

Dinas Pertanian Kabupaten Indramayu di lokasi serap gabah yakni desa Plosokerep Kecamatan Terisi bersama BULOG kemarin Jumat tanggal 19 Maret 2021 melakukan penyerapan gabah sebanyak 750 ton. Adapun daerah lainnya menyusul untuk dilakukan gerakan serapan gabah petani.

Sekretaris Ditjen Tanaman Pangan, Bambang Pamuji mengatakan GSG dilaksanakan di kecamatan-kecamatan yang teridentifikasi terjadi penurunan harga gabah dibawah HPP. Disaat panen raya dan harga jatuh, disitulah pemerintah hadir membantu petani melakukan upaya penanganan dengan bersinergi lintas intansi terutama BULOG.

“Selain serap gabah, Kementan pun melakukan optimalisasi pemanfaatan dryer, RMU, gudang/lumbung cadangan pangan provinsi dan kabupaten/kota untuk mengoptimalkan masa panen raya padi,” demikian dikatakan Bambang pada rapat koordinasi di Cirebon dengan Kepala Kanwil BULOG Jabar, dan pihak terkait, kemarin Jumat (19/3/2021).

Sementara itu, Penanggungjawab GSG Jabar, U.Sugiharto menuturkan serap gabah diprioritaskan di Kecamatan yang anjlok harga gabah dibawah HPP sehingga petani tidak merugi. Serap gabah pun langsung dilakukan di lokasi panen raya.

“Melalui Kostraling, Kementan mendorong Bulog untuk optimalisasi serapan, serta mendorong petani meningkatkan kualitas gabah sesuai standar yang berlaku (Permendag Nomor 24 tahun 2020, red),” ucapnya.

Sebelumnya dilaporkan bahwa Tim GSGP sudah bergerak ke Banten sepakat meyerap 53.000 ton gabah, di Yogyakarta 74.775 ton, Jambi 8.000 ton, Lampung 25.000 ton, di Sragen 17.580 ton, di Boyolali 24.092 ton dan di Grobogan 24.000 ton, Nganjuk 26.592 ton serta beberapa kabupaten lainnya

Di tempat terpisah, Dirjen tanaman Pangan, Suwandi menuturkan bahwa sesuai data BPS, potensi panen Maret 2021 seluas 1,63 juta hektar dan April seluas 1,67 juta hektar, untuk itu, Kementan dengan optimal melakukan upaya-upaya penanganan panen dan pasca panen untuk menjaga agar harga gabah/beras petani menguntungkan serta melakukan juga percepatan tanam Musim Tanam-II. Adapun persyaratan kualitas harga gabah sesua Pemendag No.24 Tahun 2020 tentang HPP, untuk Gabah Kering Panen (GKP) tingkat petani kadar air 25 persen sebesar Rp 4.200 per kg, GKP kadar air 25 persen tingkat penggilingan Rp 4.250 per kg, Gabah Kering Giling (GKG) kadar air 14 persen tingkat penggilingan Rp 5.250 per kg, GKG kadar air 14 persen di gudang Bulog Rp 5.300 per kg dan harga beras kadar air 14 persen Rp 8.300 per kg.

“Langkah serap gabah ini dilakukan di seluruh wilayah Indonesia, sehingga dampak penurunan harga akibat panen raya dapat diantisipasi. Di samping itu, kami pun meminta pemerintah daerah menyiapkan dan memperkuat stok cadangan beras di tiap Desa, Kecamatan/kostratani dan Kabupaten/kota,” jelasnya.
