KATACARA, JAKARTA, – Optimisme memperkuat budaya riset dan inovasi masih cukup tinggi, terbukti dengan Indonesia menempati urutan ke-76 untuk keluaran inovasi dan urutan ke-91 untuk input inovasi. Kinerja baik yang dicapai dalam keluaran inovasi tersebut tetap diiringi dengan menggenjot peningkatan riset dan inovasi.

Diskusi daring yang dilaksanakan Senin (24/05) tentang Peleburan Kemenriste, Rektor Universitas Pertamina, Prof. Ir. I Gusti Nyoman Wiratmaja Puja, Ph.D. mengungkapkan dana untuk riset yang dialokasikan di Indonesia masih belum optimal.

“Dengan total 270 juta penduduk, Indonesia hanya memiliki 2 Miliar Dolar US untuk mendanai kegiatan riset. Bandingkan dengan Malaysia yang jumlah penduduknya 32 juta jiwa, mengalokasikan 9,7 Miliar Dolar US. Sementara Korea Selatan, dengan total 51 juta jiwa, memiliki total dana 73 Miliar Dolar US untuk riset,” jelas Wirat.

Hal ini diamini Anggota Komisi X DPR RI Andreas Hugo Pareira. “Dana riset tersebut juga masih menyebar di masing-masing kementerian atau lembaga. Pada akhirnya, dana ini terpakai untuk kegiatan operasional yang bukan merupakan bagian dari penelitian,” ungkap Andreas.

Oleh karenanya, lanjut Andreas, saat ini tengah dikaji strategi APBN 2022 mendatang agar dilakukan sentralisasi untuk dana riset. Harapannya bisa terserap di Kemendikbud-Ristek.

“Dengan adanya peleburan Kementerian Riset dan Teknologi ke dalam Kementerian Pendidikan dan Kebudayaan, kita berharap bisa memperkuat riset dan inovasi di Indonesia,” ujar Wirat. Budaya riset dan inovasi juga harus terus didorong, utamanya di perguruan tinggi.

Ia mencontohkan, di Universitas Pertamina para dosen digalakkan untuk mendapat hibah penelitian, baik dari internal maupun eksternal. Para mahasiswa juga didorong untuk mengikuti kompetisi riset di berbagai level, dan diikutsertakan dalam berbagai proyek penelitian gagasan para dosen.

Alhasil, di usia yang baru menginjak tahun ke-5, Universitas Pertamina telah menduduki posisi ke-80 sebagai perguruan tinggi dengan produktivitas publikasi riset terbaik di level nasional versi Website Science and Technology Index (SINTA) milik Kemenristek BRIN. Mahasiswanya juga meraih berbagai penghargaan nasional maupun internasional dalam penelitian.
