Universitas Pertamina Buat Aplikasi Penanganan Limbah B3 Medis

KATACARA, JAKARTA, – Di masa pandemi COVID-19, jumlah limbah medis infeksius kategori Bahan Berbahaya dan Beracun (B3) meningkat drastis. Data dari Kementerian Lingkungan Hidup dan Kehutanan (KLHK) menyebutkan pada rentang Maret hingga September 2020, jumlah limbah B3 Covid-19 di Indonesia mencapai 1.662,75 ton.

Hingga penghujung tahun 2020, baru 117 rumah sakit yang kantongi izin pengelolaan limbah B3 medis. Fasilitas Pelayanan Kesehatan (Fasyankes) yang tak miliki izin pengelolaan limbah B3 medis harus mengirim limbahnya ke jasa pengelolaan terdekat. Namun, limbah B3 medis hanya dapat disimpan maksimal 2×24 jam dengan suhu di bawah 0 derajat celcius. Jika limbah diangkut dengan armada yang tak dilengkapai pendingin, lama perjalanan tidak boleh lebih dari batas waktu yang telah ditentukan.

“Selain berpotensi pada pencemaran lingkungan, limbah infeksius juga dapat meningkatkan potensi penularan virus. Universitas Pertamina memandang perlunya inovasi agar limbah infeksius sampai di tempat pengelolaan secara efektif dan efisien. Tim dosen Ilmu Komputer universitas kemudian menginisiasi pembuatan aplikasi Hazwaste, yang dapat mengoptimalkan proses penanganan limbah infeksius,” ungkap Erwin Setiawan, M.T.I, Dosen Program Studi Ilmu Komputer sekaligus ketua tim, dalam wawancara daring, Selasa (27/2).

Terutama di daerah minim fasilitas pengelolaan limbah B3 medis, sambung Erwin, aplikasi ini dapat digunakan untuk mengoptimalkan penjadwalan rute perjalanan kendaraan dan memantau kecepatan kendaraan agar limbah B3 sampai ke fasilitas pengelolaan tepat waktu. Sehingga pihak-pihak terkait dapat mengawasi proses pengelolaan limbah B3 medis agar sesuai ketentuan.

“Uji coba purwarupa aplikasi kami lakukan tahun lalu di Kota Padang. Penghasil limbah B3 medis disana harus mengirimkan limbahnya ke pulau Jawa. Hasil uji coba menunjukkan adanya efisiensi pengiriman limbah,” pungkas Erwin.

Menurut Erwin, aplikasi ini juga berpotensi meningkatkan daya saing Usaha Mikro, Kecil, dan Menengah (UMKM) yang bergerak di bidang pengangkutan limbah B3 medis. Fasyanskes biasanya akan memilih perusahaan besar untuk mengangkut limbah B3 medis karena kekhawatiran penyalahangunaan limbah oleh pihak-pihak yang tidak bertanggung jawab.

“Dengan adanya aplikasi Hazwaste, para pihak dapat memantau rute perjalanan dan pergerakan kendaraan pengangkut limbah B3 medis secara waktu nyata. Jika ada hal yang berpotensi pada pembuangan limbah di tempat yang tidak semestinya, pihak penghasil bisa langsung mengkonfirmasi ke pihak pengangkut. Misalnya, truk berhenti di titik yang tidak seharusnya atau melewati rute yang tidak seharusnya,” tutur Erwin.

Aplikasi ini, lanjut Erwin, akan sangat membantu UMKM pengangkut limbah memberikan layanan yang cepat dan efisien. Di tahap awal pengembangan aplikasi, Tim telah bekerja sama dengan PT Bina Enviro Nusa untuk penggunaan aplikasi. Kedepan, Tim akan sangat terbuka untuk kerja sama dengan UMKM lainnya. “Program pemberdayaan masyarakat semacam ini sangat dibutuhkan oleh UMKM untuk meningkatkkan nilai jual dan membangun kepercayaan mitra kepada kami,” ujar Donal Endriadi, Ketua PT Bina Enviro Nusa.
