Sembilan dari Sepuluh Daerah Paling Defisit Kurban Berada di Jawa

KATACARA, JAKARTA – Peneliti Institute For Demographic and Poverty Studies (IDEAS), Askar Muhammad mengatakan sembilan dari sepuluh wilayah defisit daging kurban terbesar berada di pulau Jawa pada momen Idul Adha tahun ini.

Wilayah tersebut yaitu Garut (-1.96 ribu ton), Cianjur (-1.91 ribu ton), Brebes (-1.62 ribu ton), Grobogan (-1.33 ribu Ton), Jember (-1.3 ribu ton), Pamekasan (-1.24 ribu ton), Probolinggo (-1.13 ribu ton), Cirebon (-1.13 ribu ton), Bangkalan (-1.07 ribu ton).

“Sembilan dari sepuluh daerah paling defisit daging kurban tersebut didominasi oleh daerah pedesaan Jawa, satu daerah yang berada di luar Jawa yaitu Kabupaten Bone dengan defisit sebesar 1.070 ton,” kata Askar dalam diskusi hasil riset yang bertajuk ‘Ekonomi Kurban 2021’ pada Rabu, (14/07/2021).

Askar menilai banyaknya daerah defisit kurban berada di Jawa terjadi karena jumlah mustahik atau masyarakat bawah di daerah tersebut lebih banyak dibanding potensi Pekurban atau Shohibul Qurban yang diproyeksikan.

Berbeda dengan daerah pedesaan Jawa tersebut, DKI Jakarta sebagai metropolitan terbesar di Jawa berpotensi menghasilkan 22 ribu ton daging kurban, Sedangkan kebutuhan mustahik di Jakarta hanya sekitar seribu ton, sehingga terdapat potensi surplus 21 ribu ton daging di Jakarta.

Dari perhitungan IDEAS, selain Jakarta daerah yang berpotensi mengalami surplus daging kurban adalah Bogor Raya, Depok dan Bekasi Raya (11 ribu ton), Bandung Raya (6 ribu ton), Tangerang Raya (5 ribu ton), dan Surabaya Raya (5 ribu ton).

“Surplus daging kurban terjadi karena kelas menengah-atas muslim terkonsentrasi di perkotaan utama Jawa tersebut, maka potensi kurban terbesar kami perkirakan datang dari wilayah-wilayah ini,” kata Askar.

Askar menambahkan bahwa kesenjangan antara potensi dan kebutuhan daging kurban ini menimbulkan potensi distribusi kurban yang tidak merata. Dengan demikian, terdapat potensi mismatch yang besar dalam penyaluran daging kurban jika tidak dilakukan rekayasa sosial.

“Tanpa rekayasa sosial, distribusi daging kurban berpotensi hanya beredar di wilayah yang secara rata-rata konsumsi daging-nya justru sudah tinggi,” tutur Askar.

Dari fakta potensi daerah surplus-minus kurban ini, maka program pendistribusian hewan kurban keluar dari daerah asal shahibul qurban yang banyak dilakukan lembaga amil zakat saat ini adalah tepat dan positif.

Pada kesempatan yang sama Ketua Tebar Hewan Kurban (THK) Dompet Dhuafa 2021 Ahmad Faqih Syarafaddin mengatakan, sejak tahun 1994 lembaganya telah melakukan program distribusi hewan kurban dari daerah surplus ke daerah defisit.

“Program THK Dompet Dhuafa memprioritaskan penerima manfaat di seluruh Indonesia, terutama masyarakat di daerah terluar, terpencil, dan tertinggal serta daerah lain yang kerap defisit daging kurban saat Idul Adha,” ujar Ahmad Faqih.

Faqih mengungkapkan fakta lapangan yang ditemukan lembaganya ada daerah di indonesia yang masyarakatnya hanya satu tahun sekali mengkonsumsi daging. Bahkan ada daerah di pulau Manipa-Ambon selama tujuh tahun tidak pernah mengkonsumsi daging.

“Mungkin bagi yang tidak pernah turun ke lapangan tidak percaya hal tersebut, tetapi kami benar-benar menemukannya dan daerah seprti ini yang menjadi sasaran distribusi kurban kami,” kata Faqih.

Tahun ini Dompet Dhuafa menargetkan kenaikan penghimpunan kurban THK sebesar 20 persen dibandingkan penghimpunan pada 2020. Jumlah tersebut setara dengan 52.480 ekor hewan kurban yang berupa domba dan kambing.

“Kami tetap optimis dengan target yang telah disepakati, apalagi kebutuhan pemerataan distribusi kurban sangat urgent terutama pada masa pandemi ini,” tutup Faqih.
