KACARANEWS.COM, MAKASSAR- Menteri Pertanian Republik Indonesia, Dr. H. Syahrul Yasin Limpo, SH., M.Si., MH., membahas kebijakan alih fungsi Lahan dalam kuliah umum yang diselenggarakan oleh Fakultas Hukum (FH) Universitas Hasanuddin, Jum’at (7/2).

Kuliah umum yang berlangsung di Baruga Baharuddin Lopa, FH Unhas ini dihadiri oleh ratusan sivitas akademika universitas hasanuddin dan tamu undangan.

Syahrul Yasin Limpo menjelaskan bahwa pertumbuhan jumlah penduduk Indonesia tahun 2035 diperkirakan akan mencapai 440 juta jiwa atau sekitar 1.3% s.d 1.5% pertambahan penduduk per tahun. Secara langsung maupun tidak langsung memaksa penggunaan lahan pertanian, khususnya sawah semakin tinggi. Kebutuhan ini akan semakin bertambah lagi dengan dinamika pembangunan di setiap wilayah.

Luas alih fungsi lahan pertanian, khususnya sawah, semakin meningkat dengan pesat dari tahun ke tahun. Hal ini mempengaruhi produksi padi nasional. Pengendalian alih fungsi lahan sawah merupakan salah satu strategi peningkatan kapasitas produksi padi dalam negeri. Untuk itu, perlu dilakukan percepatan penetapan peta lahan sawah yang dilindungi dan pengendalian alih fungsi lahan sawah sebagai program strategis nasional.

“Alih fungsi lahan sudah ada undang undang yang mengatur. Peraturan ini kemudian kita sosialisasikan kepada masyarakat dan aparat pemerintah, sehingga lebih mawas diri, jangan asal tanda tangan. Ketika kita berbicara masalah pertanian, maka kita berbicara masa depan bangsa dan kehidupan rakyat. Kegagalan dalam pengendalian alih fungsi lahan pertanian hari ini akan dirasakan dampaknya oleh anak cucu kita kelak,” kata Syahrul.

Pencegahan alih fungsi lahan pertanian merupakan tanggung jawab semua pihak. Perlunya kesadaran yang tinggi akan pentingnya lahan pertanian dimasa yang akan datang demi keberlangsungan dan keberlanjutan atas ketahanan, kemandirian dan kedaulatan pangan nasional.

Menteri Syahrul berharap, kiranya para pengambil keputusan baik gubernur dan bupati/ walikota memahami peran Rencana Tata ruang dan Wilayah (RTRW) sebagai landasan hukum dalam pembangunan daerah, perlindungan Lahan Pertanian Pangan Berkelanjutan (LP2B).

“Selain itu, perlu ada mekanisme yang transparan, konsisten dan berkelanjutan dalam pemanfaatan lahan. Pemerintah perlu mengikutsertakan Badan Pelayanan Perizinan Terpadu sebagai anggota Badan Koordinasi Penataan Ruang Daerah atau BKPRD provinsi dan kabupaten/kota,” kata Syahrul.

Diakhir kuliah umum, Menteri Syahrul juga memberi motivasi dan inspirasi kepada peserta kuliah umum yang didominasi oleh mahasiswa FH Unhas, terutama pentingnya pengembangan karakter. Menurut beliau, karakter ibadah harus dimiliki oleh setiap mahasiswa. Dengan ibadah yang kuat diiringi dengan sikap dan etos kerja, maka akan membentuk kepribadian yang kokoh.

“Kamu tidak akan menikmati hidup jika karaktermu tidak siap. Setidaknya sebagai anak hukum, kamu harus memiliki empat kebenaran yang harus hadir bersamaan yakni kebenaran filosofi dan dogmatis, kebenaran sosiologis, kebenaran yuridis, dan kebenaran kultural. Semuanya harus diseimbangakan, agar perkembangan teknologi di era kalian bisa memberikan kebermanfaatan,” kata Dr. Syahrul.

Kegiatan yang menghadirkan kurang lebih 300 peserta ini berlangsung hingga pukul 12.00 Wita. Turut hadir pula Dekan FH Unhas (Prof. Dr. Farida Patitingi, M.Hum), para wakil dekan, pimpinan program studi, dosen dan tamu undangan.(*)
