Kementan Siapkan Mekanisme Jualan untuk Kawal Panen di Food Estate

KATACARA, JAKARTA– Kawasan komoditas hortikultura Food Estate Humbang Hasundutan, Sumatera Utara memasuki masa panen. Bawang merah mulai panen pada awal Maret sementara bawang putih akan dipanen pada April 2021.

Menteri Pertanian Syahrul Yasin Limpo dalam beberapa kesempatan menyebutkan bahwa Presiden Joko Widodo memberikan perhatian yang sangat besar pada program Food Estate.

“Program Food Estate ini diluncurkan untuk mendukung ketahanan pangan nasional. Presiden juga menginstruksikan agar pembangunan Food Estate di Humbang Hasundutan dan Kalimantan Tengah selesai tahun ini,” katanya.

Tentunya, informasi jelang panen menjadi hal yang menggembirakan. Khusus bawang merah, pemanenan perdana akan dilakukan di atas lahan Kelompok Tani Ria Kerja dengan luasan tanam 43 hektare.

Adalah Ketua Kelompok Tani Ria Kerja, Amintas Lumban Gaul sedang mempersiapkan lahannya untuk panen perdana yang dijadwalkan 8 Maret dan disusul kemudian 15 Maret 2021 ini. Lahan pribadinya yang seluas 3,3 hektare tampak telah siap untuk segera dipanen. Panen ini dilakukan bertahap karena memang waktu tanamnya memiliki jeda. Untuk panen 8 Maret ini, dirinya bercerita penanaman dilakukan pada 26 Nopember tahun lalu di atas lahan 1,6 hektare. Sementara sisanya seluas 1,7 hektare ditanam pada pertengahan Desember 2020.

Kondisi panen yang berbeda-beda memang lumrah di lahan Food Estate Desa Siriaria ini karena jadwal tanamnya memang bervariasi.

“Anggaplah yang untuk luasan 1 hektare dibutuhkan 20 orang tenaga kerja, jadi untuk rencana hampir 2 hektare lahan saya ini dibutuhkan 40 orang. Jika tenaganya tidak mencukupi, saya akan kerjakan selama dua hari proses panennya,” ujarnya ketika ditanya kesiapan panen.

Ketika ditanyakan harapan ukuran bawang merah yang akan dipanen, dirinya berharap dapat menghasilkan bawang berukuran yang kecil saja. Alasannya, harga jual bawang berukuran kecil lebih menjanjikan. Ukuran umbi bawang sempat menjadi isu menarik beberapa minggu lalu yang ditengarai akibat daun yang tidak semuanya tumbuh tinggi.

“Saya suka yang berukuran kecil. Jual ke tengkulak itu, ukuran kecil bisa Rp 22 ribu sementara ukuran besar hanya Rp 16 ribu per kg. Iya saya deg-degan juga menunggu hasil karena ini pertama kalinya untuk saya,” papar pria paruh baya ini.

Meskipun demikian, Kementerian Pertanian telah menyiapkan jalur pemasaran dan penjualan melalui mekanisme Kelompok Usaha Bersama (KUB). KUB adalah kelembagaan korporasi atau usaha yang menjembatani petani dan pembeli.

Lembaga tersebut menjadi wadah pengorganisasian petani dan manajemen pengelolaan food estate berbasis hortikultura. Sehingga ketika panen, petani tidak lagi bingung akan menjual ke mana dan calon pembeli cukup tahu bahwa pasokan yang diperlukan tersedia dan tidak perlu mencari satu per satu.

Selain itu, pembentukan KUB menjamin bahwa modal yang dibutuhkan petani untuk tanam berikutnya tersedia melalui mekanisme yang disepakati.

“Iya benar, nanti untuk hasil panen akan diserahkan melalui KUB. KUB itulah yang akan berkomunikasi dengan off taker. Kami tinggal menerima hasil dari penjualan dengan menyisihkan keuntungan dan modal tanam berikutnya,” ungkap Amintas.

Amintas berharap, dengan perjuangan tanam beberapa bulan ini pemerintah tidak akan berhenti memberikan pendampingan dan permodalan.

“Kami ingat betul ini dari tanah yang belum pernah diolah sama sekali lalu jadi pertanaman seperti ini. Kami sangat bersyukur atas bantuan yang diberikan. Tanpa bantuan pemerintah, bahkan lahan satu hektare pun kami tidak sanggup. Semoga ini masih terus berlangsung, kami terus didampingi,” pungkasnya.
