Peran Penting Wakaf dalam Ekonomi Syariah

KATACARA, JAKARTA-Wakaf sejatinya merupakan sebuah pesan untuk ekonomi produktif. Setidaknya ini sesuai dengan tonggak sejarah wakaf yakni saat Sayyidina Umar Bin Khattab dating kepada Rasulullah SAW untuk menyerahkan tanahnya di Khaibar untuk disedekahkan di jalan kepada baginda Rasulullah SAW. Namun Ketika itu Rasulullah menolak dan memberikannya Kembali kepada Umar seraya berpesan agar dirinya terus mengelola lahan tersebut dengan Amanah agar apa-apa yang tumbuh di atasnya dialirkan kepada para Mawkuf alaihi, Para pengelola, dan juga keluarga umar yang masih membutuhkan. Jadi jelaslah bahwa inti dari pesan sejarah ini bahwa wakaf hendaklah dikelola secara produktif dan berkesinambungan.

Seperti yang kita ketahui, World Giving Index menyatakan bahwa tingakt kedermawanan orang Indonesia adalah tertinggi di dunia (the most generous people in the world). Ini menandakan bahwa passion orang Indonesia dalam dunia filatropi cukuplah tinggi. Namun sangat disayangkan kedermawanan ini tidak diiringi oleh tingkat literasi soal wakaf yang memadai. Tentu saja pada akhirnya kondisi ini berujung kepada rendahnya tingkat partisipasi masyarakat dalam berwakaf.

A. Menciptakan Pasar Wakaf dan Pengembangan Literasi Wakaf

Saat ini, kita masih melihat masih lebarnya kesenjangan antara potensi wakaf sebesar 180 triliun yang baru bisa dicapai sebanyak Rp. 500 Milyar dalam satu tahun (Rilis Badan Wakaf Indonesia 2020). Artinya capaian real hingga sejauh ini masih sekitar 0,3% dari potensi yang ada. Maka kondisi ini membawa kita pada suatu kesimpulan teoritis bahwa “Menciptakan Pasar Wakaf dengan Cara Menaikkan Tingkat Literasi Masyarakat tentang Wakaf”. Tentunya postulat ini membawa kita kepada sebuah 3 misi dalam merubah mindset masyarakat :

  1. Merubah mindset bahwa Wakaf adalah ibadahnya orang kaya (the haves) saja;
  2. Merubah mindset bahwa wakaf hanya lazim ditunaikan dalam bilangan-bilangan besar (sehingga orang finansial yang terbatas belum dianjurkan berwakaf);
  3. Merubah mindset bahwa wakaf tak perlu segera ditunaikan (ini yang paling urgent untuk dirubah);

Tiga perubahan tersebut akan sangat mungkin terjadi apabila kita konsisten dalam memberikan edukasi public dan juga berkelanjutan dalam mengembangkan literasi tentang wakaf. Sebagai mana kita tahu juga, bahwa mengedukasi paling efektif dengan cara memberikan contoh dan menunjukkan success story atas apa yang sedang kita kerjakan. Begitu pula dengan wakaf. Dimana peran nadzir untuk melakukan edukasi diharapkan berlangsung dengan efektif tatkala mereka mampu memaparkan contoh positif dan keberhasilan pegelolaan asset wakafnya.

B. Peran Utama Nazhir di Indonesia

Maka dari itu, tugas seorang Nazhir adalah bagaimana dia dapat memberikan edukasi kepada masyarakat dengan memberikan informasi secara luas atas keberhasilannya dalam mengelola aseet wakaf. Sehingga secara umum, 4 aspek utama yang harus dapat dilakukannya adalah sebagai berikut :
 Bagaimana Optimalisasi EDUKASI Waka ?
 Bagaimana Optimalisasi FUNDRAISING Wakaf ?
 Menciptakan Income generator wakaf?
 Bagaimana Optimalisasi SURPLUS asset wakaf ?

EDUKASI WAKAF. Apa yang perlu dilakukan dalam Edukasi Wakaf, yakni Kontinuitas edukasi wakaf kepada seluruh segmen masyarakat di Indonesia.

Selain itu, dalam Edukasi Wakaf Penting juga penguasaan saluran komunikasi, baik itu media luar ruang, broadcast maupun sosial media.

FUNDRAISING WAKAF, yakni sebuah upaya strategis dalam Menyusun rencana untu pengembangan system dan jaringan penghimpunan wakaf sebagai sumber utama pengelolaan asset wakaf. Terkait hal ini, Nazhir juga harus mampu membangun kolaborasi strategis dan membuka kanal-kanal penghimpunan wakaf semisal kerja sama dengan perbankan, industry keuangan non perbankan dan juga kemitraan corporate social responsibility (CSR).

INCOME GENERATING, yakni sebuah upaya dalam mendaya gunakan asset wakaf yang dimilik nazhir agar terkelola dengan baik sehingga mampu menjadi sumber penghasilan dengan memberikan surplus usaha/wakaf. Oleh karena itu nazhir harus mampu mengelola asset sesuai dengan prinsip kewirausahaan yang berorientasi kepada profit center. Mengapa? Karena dari profit itulah nazhir dapat mengalirkan manfaat kepada para mawkuf alaih, mendapatkan benefit operasional nazhir dan juga sumber pemeliharaan dan pengembangan asset wakaf.

OPTIMALISASI SURPLUS WAKAF, yakni sebuah tugas yang harus dijalankan nazhir dalam kaitannya membuat sebuah model penyaluran atas surplus wakaf yang diraihnya. Terasuk juga, Ketika akan memulai sebuah usaha pengelolaan asset wakaf, nazhir harus memiliki target surplus yang bertujuan untuk ; 1) Berapa besar manfaat mawkuf alaih yang bisa disalurkan, 2) Berapa nilai dana reinvestasi untuk pengembangan usaha yang bisa diperoleh dari surplus wakaf, 3) berapa besar hak operasional nazhir yang bisa digunakan sebagai insentif pengelola.

Apabila seorang nazhir mampu mendefinisikan fungsi dan peran seperti itu, maka target capaian dan indicator keberhasilan dari pegelolaan asset wakaf akan sangat terukur dan dapat terjamin keberlangsungannya.

C. Peran Nazhir sesuai Prinsip Waqf Core Principles
Bank Indonesia (BI) Bersama Badan Wakaf Indonesia (BWI) telah mengambil inisiatif untuk membuat panduan dasar bagi Nazhir wakaf di Indonesia. Panduan dengan nama Waqf Core Principles (WCP) merupakan sebuah upaya untuk meletakkan dasar acuan kinerja bagi para nazhir dalam menjalankan fungsi pengelolaan asset wakaf. Beberapa prinsip yang terkandung dalam WCP ini antara lain :

  1. Dasar hukum perwakafan (Legal Foundation)
  2. Kepatutan pengelolaan wakaf (Waqf Governance)
  3. Kepatutan Syariah (Sharia Governance)
  4. Manajemen Risiko (Risk Management)
    Empat prinsip utama ini merupakan dasar bagi seorang nazhir agar pengelolaan asset wakaf dapat terkelola dengan asas kepatutan yang diharapkan dapat menjamin kinerja nazhir dan produktivitas asset wakaf secara berkelanjutan.
    D. Wakaf dalam Ekosistem Ekonomi Syariah
    Memahami wakaf tidak boleh lagi sebatas pengelolaan asset yang utilitas sebatas untuk keperluan sosial ibadah. Asset wakaf harus memiliki manfaat produktif yang punya efek penyejahteraan ekonomi ummat. Untuk itu, sejalan dengan prinsip dasar yang tertuang dalam Waqf Core Principes, Nazhir harus bisa menempatkan diri sebagai bagian dari ekosistem ekonomi Syariah. Nazhir harus mampu membangun kinerja yang membuat institusi dan profil asset wakaf yang dikelolanya layak untuk berinterkoneksi dengan aktivitas stake holder lain dalam ekosistem ekonomi Syariah. Sebagai contoh :
  5. Nazhir harus mampu membuat program kerja pendayagunaan asset wakaf yang memiliki manfaat langsung terhadap kaum dhuafa (pemberdayaan ekonomi dhuafa, layanan Kesehatan, Pendidikan, dan lain-lain).
  6. Nazhir harus bisa membuat program yang secara substansi menjadi sumber permodalan ekonomi produktif (pengelolaan wakaf uang yang dikelola sebagai stimulus permodalan produktif untuk usaha mikro)
  7. Nazhir harus memiliki program/proyek yang memiliki daya Tarik untuk dikerja samakan dengan mitra individu, korporasi dan Lembaga (perbankan Syariah dan perusahaan baik itu kerja sama usaha maupun social corporate responsibility) dengan tujuan menciptakan income generator usaha yang bertujuan kepada penciptaan revenue stream agar menjadi sumber berkelanjutan untuk mauwkuf alaih.
  8. Nazhir harus memiliki proyeksi usaha/bisnis yang dapat memberikan gambaran prospectus yang jelas agar dapat dipertimbangkan sebagai obyek usaha produktif yang layak untuk dibiayai dan dikerja samakan.

Dengan begitu, maka Nazhir dapat memainkan peran sangat penting untuk membangun profil asset wakaf yang dikelolanya, ditambah dengan menjadikan WCP sebagai prosedur standar perasional nya, maka tentu saja Nazhir bisa dikatakan sebagai salah satu stake holder enting dalam ekosistem Eksyar ini.

E. Wakaf dan Keuangan Inklusif
Salah satu agenda penting dalam ekosistem ekonomi Syariah Indonesia adalah menciptakan pasar keuangan inklusif yang lebih luas kepada asyarakat. Wakaf dalam pasar ekonomi inklusif sebetulnya bisa berposisi dalam 2 peran, yakni :
‘1. Wakaf dapat menjadi sumber keuangan inklusif. Yaitu Ketika wakaf tunai yang dikelola nazhir dapat diakses publik sebagai sumber permodalan usaha yang harus diperlakukan sebagai pinjaman modal berkelanjutan (revolving fund).

  1. Asset wakaf yang dikelola Nazhir dapat dijadikan prospectus usaha yang digunakan untuk mengakses sumber permodalan Lembaga keuangan kepada nazhir yang mengelolanya.
    Sayangnya sejauh ini akses permodalan untuk pelaku usaha dari sumber wakaf uang masih sangat terbatas. Hal ini disebabkan karena memang masih minimnya peroleh wakaf uang yang dicapai nazhir wakaf di Indonesia. Begitu pula kondisi yang sama di Lembaga perbankan. Saat ini perbankan masih belum melihat nazhir wakaf sebagai pelaku usaha yang bankable. Dengan kepatutan syarah yang tidak memboleh asset wakaf dijadikan jaminan (collateral) menyebabkan aktivitas keuangan terhadap asset wakaf belum terlalu dinamis. Namun demikian, Nazhir dan asset wakaf juga belum dinilai layak untuk dibiayai karena masih rendahnya tingkat capacity dan character usahanya.

Sehingga membangun ekosistem menuntut willingness yang sama dari seluruh stake holder. Nazhir harus meningkatkan kapasitasnya agar lebih bankable¸Perbankan juga diharapkan membuka diri dan membuat terobosan struktur pembiayaan yang memungkinkan sumber daya keuangannya diakses nazhir untuk permodalan pengelolaan asset wakaf.

F. Memenuhi Kebutuhan sendiri Melalui Blended Finance ZISWAF
Belum dinamis dan kondusifnya keuangan inklusif yang related dengan perwakafan, menyebabkan nazhir memerlukan waktu yang cukup lama untuk memulai operate pengelolaan asset wakaf. Mengapa? Karena untuk mencukupi kebutuhan pembangunan asset wakaf kebanyakan nazhir memerlukan waktu dalam kurun waktu 3 tahun penghimpunan (fundraising), sementara proyek pembangunan diharapkan dibangun dalam 1 tahun. Sehingga terdapat gap 2 tahun yang sebetulnya dapat dipenuhi dari bridging pinjaman permodalan perbankan.

Sementara Perbankan belum mengakomodir kebutuhan pembiayaan ini, maka Nazhir melakukan Langkah blended finance, dengan menggunakan bridging (talangan) dari dana zakat dan infak dana zakat dan infak digunakan sebagai talangan yang akan dikembalikan secara bertahap sesuai surplus wakaf yang akan diperoleh. Contoh : Nazhir ingin membangun sekolah berbasis wakaf, boasanya memerlukan fundraising selama 3 tahun. Jika perbanan berkenan memberikan bridging fund makan sebetulnya bisa saja pembangunan tersebut diwujudkan dalam satu tahun, dan Nazhir dapat melunasi setelah fundraising selesai di tiga tahun berikutnya.

Selain itu, pola blended finance juga dilakukan untuk meningkatkan layanan mustahik/dhuafa yang menggunakan asset wakaf. Contoh: Rumah Sakit yang dibangun berbasis dana wakaf, operasional layanan kesehatannya kepada mustahik menggunakan dana infak dan sedekah. Sehingga dapat beroperasi meskipun memberikan layanan secara gratis.

PENUTUP
Pada akhirnya, kita semua tentu berharap bahwa suatu saat ekosistem ekonomi Syariah dapat terwujud dalam waktu yang tidak lama lagi. Pada pada saat itu terjadi, kita pun semua berharap wakaf bisa menjadi bagian penting sebagai instremen penggerak ekonomi ummat. Dengan terus memperhatikan perkembangan dinamis wakaf maka sejalan dengan itu, Nazhir juga harus terus meningkatkan kapasitasnya agar betul-betul mampu menjadi pengelola asset wakaf yang handal dan dapat memberikan kepastian keberlanjutan manfaat atas asset yang dikelolanya.

    So, if you haven’t taken any drugs in the past 90 days , then it really doesn’t matter how many drug metabolites are contained in the older hair as this will never the sampled.
    If you’re bald or have very short hair then they can take a sample from elsewhere on your body. Body hair grows slower, so they just take a proportionately shorter length to match the 90 day testing legality.
    Here’s What Happens During A Hair Follicle Drug Test
    A hair follicle drug test is the same as any other drug test in regards to you just going along and submitting a sample.
    In this case, it’s a sample from your hair, with the process as follows:
    1. They will collect a sample from your hair, taking around 100 strands from different areas. They will cut right to the scalp with a special tool in order to ensure that they get the latest and full 90 days history.
    2. Your sample is put into a bag, usually made of foil or similar, which is sealed to protect it from contamination. It’s then either mailed off, or processed on the premises you visited.
    3. Using a process called ELISA , your sample is checked for up to 12 substances, including all the main one such as cocaine, amphetamines, and opiates.
    4. If it’s a negative sample then you’re here back quite quickly, often within 48 hours. If something is wrong and it has to go for a full gas chromatography – mass spectrometry analysis, it could be a day or so longer. Note also that the GC-MS analysis will rule out false positives from things like hemp and poppy seeds, so if it gets to that level of scrutiny then you will have no excuses left to give.
    Methods That Won’t Beat A Hair Strand Test
    These are the methods that are often talked about, but that definitely will not remove drug toxins from within the hair shaft:
    • Bleaching
    • Shaving your hair
    • Vinegar or other acids
    • All “hair follicle” drug shampoos
    Just to address the hair-shaving thing. Some crazy people have gone to their drug test having shaved every hair on their body, including the eyebrows!
    Obviously, this is a sign of guilt anyway. But they will just do a urine sample instead, or potentially fail you and leave you to explain to the person commissioning the test why you suddenly shaved your entire body.
    The problem with trying to pass a hair drug test is that you have to achieve the following things:
    1. You have to open up the hair shaft. The shaft of hair is covered in layers of little scales called cuticles. You have to open up the cuticle layer.
    2. Drug metabolites get stuck between the cuticle layer and the cortex beneath it. Once you’ve opened up the cuticles, you have to flush out the toxins completely.
    3. Once you’ve flushed out all the drug toxins (which is actually impossible using any single method just one time), you then have to close up the cuticle layer again so that the hair doesn’t get damaged.
    The Problem With The “Jerry G” Method
    There are two main methods for passing hair drug test that has a track record of passing. One is called the Macujo method, and the other is the Jerry G method. Although they have similarities, the Jerry G method is more invasive.
    The Jerry G method uses to lots of ammonia bleach to open up the hair shaft and help get rid of the toxins.
    The Jerry G method can leave your hair and scalp burnt and damaged if you are not careful. I’ve read stories of people suffering injuries, and having bald patches, due to overdoing the Jerry G method.
    Remove Metabolites From Hair Just Using Aloe Toxin Rid Shampoo
    Aloe Toxin Rid is the best detoxification shampoo. It was actually never designed for getting drug metabolites out of the hair though.

    So, that’s why it’s a crucial ingredient of the Macujo method. If you really want to learn how to pass a hair follicle drug test, then you have to look at the Macujo method as the only way to do it comprehensively.
    The Macujo method uses a range of ingredients to open up the cuticle layer, flush out the toxins, and then leave the hair in good condition without burning the hair or scalp.
    Macujo Method: Full Seven Day Course Instructions
    You should do the Macujo method once per day for seven days, so a total of seven times running through this set of instructions I’m now going to give you.
    If you have less time, then do it twice per day where needed. Try and always run through the Macujo method seven days before your drug test if you possibly can.
    The full instructions for each run-through are:
    1. Get your ingredients together. You will need the following:

    2. Before you start, you need to remove any toxin contamination. That means stopping taking drugs. It also means washing your clothes, washing your hair, and completing the Macujo method in a room where there won’t be any drug contamination. Also, keep away from cannabis smoke, and other situations where stray drug toxins could get attached to your clothes or body.
    3. The first step of each run-through of the Macujo method is to get yourself in front of a large sink or bath with plenty of hot water. Put on the rubber gloves
    4. Wet your hair thoroughly, then massage a good palm full of vinegar into your hair and scalp. Really work it in. It may start to sting after a few minutes.
    5. Once you’ve worked the vinegar in, the next step is to then work in a palm-sized amount of Clean & clear Pink shampoo. Again, really work it in and focus on the roots of the hair and scalp.
    6. Don’t wash the shampoo will vinegar out. Instead, wrap your head tightly in clingfilm. This ensures that every strand of hair comes into contact with the mixture for a prolonged time. It will sting, but it’s important you tolerate it for as long as you can.
    7. Wait 30 minutes (or as close to it as possible if it stings too much) and then wash everything out with plenty of warm water.
    8. The next step is to use Aloe Toxin Rid shampoo. Use a small palm-sized amount and really work it into the hair and scalp as before. Leave it on for five minutes and then rinse thoroughly with clean water.
    9. Repeat the Aloe Toxin Rid step again. Having opened up the cuticle layer, the Aloe Toxin Rid used twice really gets to work at drawing the toxins out from under the cuticle layer.
    10. This is the step that will definitely need the goggles, as you don’t want to get detergent into your eyes. You are going to apply a small palm-sized amount of liquid detergent to the hair and work it in thoroughly. You will keep doing this until your hair is really squeaky when you rub your fingers through it. Then, wash it out completely with lots of water.
    11. This is the last step, which you only do once after the last time you run through the Macujo method. This will obviously be the time just before your drug test. If you do the last Macujo method run through the night before your test, do this step about one hour before you leave on the day of your test.
    You’re going to use ZyHeading 2dot Ultra clean to clean your hair thoroughly. Wash out plenty of warm water. Then, to avoid contaminants, make sure you use a fresh comb or brush, put on clean clothes, and leave to do your drug test immediately to really minimize the risk of stray toxins attaching to the hair.
    Success Stories Of Passing Hair Follicle Drug Tests
    If you do it right, you can have success with this method, and any full Macujo Method review should tell you about successes and failures.
    Failure will come if you don’t run it through enough times before your test. If you only have three days before your test, do it twice per day. That’s six times, and pretty close to 7.
    I wouldn’t advise you do this more than twice per day, because it could start to cause damage. Just focus on trying to get the time to run through it seven times in advance.
    You’ll find plenty of success stories online, but in terms of success stories for passing a hair follicle drug test, I can assure you of my own.
